This is the UNOFFICIAL History Site of the Baltimore Police Department. It depicts the history of the department as was originally conceived of, and told by Retired Officer, William M. Hackley. Sadly Officer Hackley passed away on 15 March 2012 leaving his site to Ret. Det. Kenny Driscoll. It took a month or so to take full responsibility for the site and its content. The thoughts and use of certain items, terms, sounds, and implications are not necessarily those that would be agreed upon by the Baltimore Police Department, as an official Governmental Agency. Likewise, we do not seek their permission or approval to post the things we post, and as such, nothing in these pages should be held against them.

The intent of this site is more than just to tell our history, to have everyone remember our Injured, and Fallen Heroes, those who in the performance of their duties were called upon to make the Ultimate Sacrifice.

So as you surf these pages, you will see the Baltimore Police Department from its infancy, showing the crude methods of policing in the 1700's, through to the 1800's and become the modern highly efficient department that it has become today.

Enjoy the site for what it is, a rendition of the proud history of one of this country’s finest Police Departments, one for which those of us who have worked it, are proud of, and honored to have served. The many men and women that still proudly serve, and those that someday will serve.

Investigating London's Famous Police Force
and Some of its Most Infamous Cases


The London Metropolitan Police Department 
at The New Scotland Yard

The name Scotland Yard invokes the image of a foggy London street being patrolled by a detective in a trench coat puffing smoke from his pipe. But Scotland Yard has an easily muddled history, full of misnomers and controversy. Neither in Scotland, nor in a yard, it is the name of the headquarters of London's Metropolitan Police and, by association, has become synonymous with the force. The Yard doesn't serve the city either, but instead the Greater London area. With all this confusion, it's time to investigate the story of Scotland Yard and some of its most infamous cases, from Jack the Ripper to the 2005 London bombings.

Making the Force

The London police force was created in 1829 by an act introduced in Parliament by Home Secretary (similar to the U.S. Secretary of the Interior) Sir Robert Peel—hence the nickname "bobbies," for policeman. The new police superseded the old system of watchmen. By 1839 these men had replaced the Bow Street Patrols, who enforced the decisions of magistrates, and the River Police, who worked to prevent crime along the Thames.

The responsibility of organizing the new police force was placed on Colonel Charles Rowan and Richard Mayne, who occupied a private house at 4 Whitehall Place, the back of which opened onto a courtyard: the Great Scotland Yard. The Yard's name was inspired by its site, a medieval palace which housed Scottish royalty on their visits to London.

The staff of Scotland Yard was responsible for the protection of important individuals, community patrols, public affairs, recruitment and personnel management. When the Yard sent out its first plainclothes police agents in 1842, the public felt uncomfortable with these "spies" on the streets. But the force's role in several important cases, and the charisma of many of its detectives, helped it win the people's trust.

One such personality, Inspector Charles Frederick Field, joined the force upon its establishment in 1829. He became good friends with Charles Dickens, who occasionally accompanied constables on their nightly rounds. Dickens wrote a short essay about Field, "On Duty With Inspector Field," and used him as a model for the all-knowing, charming Inspector Bucket in his novel Bleak House. Field retired as a chief of the detective branch in 1852.

In 1877, four out of the five heads for the detective branch were brought to trial for conspiring with criminals in a betting scheme. In an effort to repair the force's tarnished reputation, Howard Vincent submitted a restructuring proposal to the force. Soon Vincent was appointed director of criminal investigations and he reorganized Scotland Yard, strengthening its central unit. And with that, the Criminal Investigation Department (CID), a respected unit of plainclothes police detectives, was born.

Blood Work

The turn of the century saw many monumental events at Scotland Yard. Britain's "Bloody Sunday" occurred on November 13, 1887, when 2,000 police officers disrupted a meeting in Trafalgar Square organized by the Social Democratic Federation, resulting in more than 100 casualties. A few years later, the force moved to its new building on the Victoria Embankment. The premises became known as New Scotland Yard.

Also during this time, one of Scotland Yard's most durable detectives, Frederick Porter Wensley (a.k.a. "the weasel"), began his 40-year post. Wensley joined the force in 1888, and his career was highlighted with many landmark cases, including the murder of 32-year-old French woman Emilienne Gerard, also known as the "Blodie Belgium" case. On the morning of November 2, 1917, street sweepers found Gerard's torso along with a note reading "Blodie Belgium." Wensley questioned Gerard's lover, Louis Voisin, asking him to write the message "Bloody Belgium." Voisin made the same spelling error, sealing his guilt.
Earlier in Wensley's career, he did minor detective work on the infamous case of Jack the Ripper, which had gripped London's East End. Jack the Ripper was the self-proclaimed alias of the serial killer (or killers) responsible for five murders between 1888 and 1891. The officers of Scotland Yard were assigned to apprehend the suspect who was responsible for 11 attacks on prostitutes in the largely impoverished Whitechapel area. Police determined the killer's pattern—he would offer to pay for sex, lure the women away and slice their throats—but struggled to track down the criminal.

Without modern forensic technology, the officers of Scotland Yard, namely Inspector Frederick Abberline, relied on anthropometry—or identifying criminals by certain facial features, such as brow thickness or jaw shape. More than 160 people were accused of the Whitechapel murders, ranging from Alice in Wonderland author Lewis Carroll to painter William Richard Sickert. The force received many letters from people claiming to be the killer; two in particular gave detailed facts and were signed "Jack the Ripper." Still, in 1892, with no more leads or murders, the Jack the Ripper case was officially closed.

The Yard Today

Since its inception, Scotland Yard has always held a place in popular culture. The officers have appeared frequently as characters in the backdrop of mysteries, including Sir Arthur Conan Doyle's Sherlock Holmes stories. On television and in magazines today, Scotland Yard "bobbies" can be found standing stoically behind the royal family and other dignitaries that they are assigned to protect.

In 1967, the force moved once again to its present location, a modern 20-story building near the Houses of Parliament. The CID has become well-known for its investigative methods, primarily its fingerprinting techniques, which have been borrowed by the FBI. Today, Scotland Yard has roughly 30,000 officers patrolling 620 square miles occupied by 7.2 million citizens.

Currently, Scotland Yard's reputation is in jeopardy, just as it was 130 years ago. On July 22, 2005, during the investigation of the 2005 London bombings, police officers mistook Brazilian electrician Jean Charles de Menezes for a suicide bomber and fatally shot him. Menezes lived in one of the flats the police were staking out, wore bulky clothing that day and, according to police, resembled an Ethiopian suspect that was later arrested for the bombings. Earlier this month, members of the Metropolitan Police Authority, Scotland Yard's watchdog, denounced Commissioner Sir Ian Blair for "not knowing where the truth lay." The commissioner has repeatedly stated he will not resign over the killing.

Military Campaign Ribbons - Military Campaign Ribbon were first instituted and presented to recognize general military service in war, in contrast to meritorious decorations which were only issued on a small scale for acts of heroism and bravery. The campaign ribbons were issued first by the British military with the medal awarded for the defeat of the Invincible Armada, with the 1815 Waterloo Medal being the first awarded to all men present and the 1847 Military General Service Medal being the first "modern" campaign medal.

Baltimore City Police Historic Society', Service Ribbon - Our BPD Police Service Ribbon is an award provided for individuals who took an oath to serve and protect the citizens of the City of Baltimore while sworn as a Baltimore Police Officer. To be eligible one would have to have completed their service in good standing. If any of our Officers was forced to leave early it would have had to have been for good cause.  

NOTE - As long as any early departure from our agency was NOT due to a termination, or any reason that would tarnish the reputation of our agency, our officers, badge or uniform. As we all know our badge means so much to many, therefore in cases of early departure and the eligibility to display this ribbon will be considered on a case by case basis.

Background - While out and about I am sure we have all seen members of our armed forces proudly displaying some sort of service, or campaign ribbons on their cap, or jacket via a patch, or on their vehicle by way of decal/sticker. These representations of their Service Ribbon are a way of letting other military personal; active, and or retired know what campaigns, and battles the person displaying it had been involved in, or served in. In this age of police haters, a thin blue line is not enough, we should have more. So The Baltimore Police Historic Society started not only working on making such a ribbon for our police, a ribbon that will not only let our brothers and sisters know we served but it also serves as a way for our fallen and injured to continue on in our memories, making sure that will never be forgotten.

Meaning - In order for any ribbon to have true meaning, it should to have some kind of symbolism within the ribbon. Our Baltimore Police Historic Society's Service Ribbon was designed with that in mind. It was m
ade up of a standard size commendatory ribbon with nine vertical stripes. The nine  stripes were added one for each of the nine districts in place t the time of its creation. The four orange stripes are representative of our first four districts, the color used is orange and is there representing the Calvert Family's Coat of Arms. On each end of the ribbon we've added a vertical blue stripe. Blue standing for unity, and represents all of our police, past and present; being on the ends of the ribbon shows how our police have stood their ground holding everything together. The two red stripes signify those members of our agency that have been seriously injured on the job, and then we have a single black stripe which has been placed prominently down the center of the ribbon, it is wider than any of the other stripes and made to have us all see it with hopes of either automatically thinking of and remembering our fallen, or asking questions about our fallen, either way it will aid in keeping our fallen Brothers and Sister's alive in our memories.

Like the Vietnam Service Ribbons and other Campaign Ribbons issued to our service members, the Baltimore Police Historic Society's Ribbons will honor all who have taken the oath of our agency, those that have displayed our patch on their shoulders, pinned on our badge, and patrolled our streets while looking for anyone that might be put with intentions of violating the rights of the citizens that live in the city of Baltimore

Over the past 20 years, I have seen nothing but pride and honor from our active, and retired police for the service they have provided to our city. So we put our heads together and designed our own Baltimore Police Service Ribbon. Our ribbon will be put on baseball caps, decals, patches, t-shirts and other items such as buttons, mugs, pens etc. with a goal of allowing us to show our pride.

The design seen above as meaning. we will and have gone over the meaning of every line, and color on the ribbon. Therefore, if you served on the Baltimore Police Force and left in good standing, you earned the right to wear the Baltimore Police Service Ribbon. Like the Service/Campaign Ribbons worn by members of the armed forces that did their service in Korea, Vietnam, Afghanistan, Irag etc. Baltimore Police Officers have not only earned a right to display such a ribbon, but they should wear it, and wear it with both honor and pride.

Also it should be known that more often than not these Ester-eggs are not relevant to our History, they can just be fun little items, like when my badge was retired, someone recorded it and sent it to Patty in an email, Patty designed my page using a timeline (something I find timeline interesting, as they could show all the boring things we did too. I'll explain, when I had 9 years on I had received 4 Officer of the Year Awards, someone congratulated me in front of my dad and my dad asked if I had gotten 4 in 9 years, what was I doing the other 5 years that I didn't win. That sounds mean, but dad used to do it as a joke growing up, if we got an A he asked why we didn't get an A+. It was his kind of strange sens of humor that some looked at him as if he was too hard on us, but we knew he was proud, he just couldn't tell us the way other dads might. So the timeline to me can have sort of a hidden joke in it. Anyway, in the timeline or on the timeline page there are picture of me and the commissioner along with the rest of the command staff as they retired my badge, and if you click on the pics they will open the video. Also throughout the site we might refer to the General Orders, which i think are call Policies these days, we might have copied the GOs abut we also included downloadable files obtained through these links.

Insight

When this site was originally started by Retired Officer William "Bill" Hackley he had 90 pages, those pages fell under the categories found in the top menu. They included - Home - Districts Heroes - Our Police - Units - History and Insight the Insight tab included thing like Final Roll Call, Retirements, About the Author, and things he had no place else, or that he felt uncomfortable putting elsewhere, his pride wouldn't let him put his own name anywhere that seemed as if he was promoting himself, or bragging about his own career. This site held 90 pages when it was given to Ken, with the help of readers, and other historians, the site is close to 1200 pages and growing.

After all the site had a mission statement for remembering our fallen, our injured, and preserving our history. When he passed away he left his site to Retired detective Ken Driscoll, and Ken understood the difficulty in putting information about himself. He didn't want to come across as bragging so he had me, (his wife Patricia) make his page. I had my choice of what went in, and since I had been keeping a scrap book since Ken joined the department, it wasn't difficult to build a timeline and added pics. So anyone wanting to add info, please compile a timeline, and some pictures newspaper clippings, I'd cards, check stubs, anything at all BPD related, Ken redacts info from ID cards and or check stubs before posting, with Photoshop he can lock certain info in a way that it won't appear missing. To make it easier if we do make a dedication page for them. I also added Bobby Brown to the Insight page, and some of Ken's favorite and least favorite past leaders;, leaders that played major roles in developing some of the procedures we still use today. So if you think there is something missing on the Insight drop down, or anywhere on the site for that mater, please send us an email so we can do the research and add that info. 

Also to family members of police and retired or active police, we are not affiliated with the department, for that reason don't be angry with them for things that are, or are not on the site. Likewise don't be angry with us, often we receive messages from angry family members chastising us for not having their family on the site. The site does not have a list of names that we go through and say we like this guy or gal so we'll include them, but we never did like that hump so they will not be on our site. Truth be told most of the names you see on this site came because former partners and family members wrote us and sent pictures, equipment, etc. showing their former partner, family member or they themselves were a member of the Baltimore Police force. I wish we had a list of all police that ever on the force, I would add every name and include any and all info I have. but we can't include it if we don't have it. 

We hope you will enjoy the site and if you have info, equipment or anything that will help us preserve our Baltimore history, please feel free to contact us. we are also always looking for donations to help with costs generated by running the site. everything from stamps to have things mailed to us and to mail things out, to domain names, server space, software, etc. the list goes on and on when it comes to costs.

This site was made by Retired Detective Kenny Driscoll, with help from Mel Tallagsen, Ryan Schiloh and his wife Honorary Police Officer Patricia Driscoll (Patty holds things together for Ken and while he may be more of a lead investigator/researcher, Patty keeps him going, takes care of his medical needs, her and his kids and grand kids are what drive ken to work harder. Patty gives him that drive. Ryan, helped Ken build the first site rebuild but when it gt out of hand Ryan turned it over to Mel all three have known each other since they were young kids. Mel not only helped ken build the sites but he also trained ken on how to build sites himself, how to write Items, Articles etc and then to use Mod. The site wouldn't be what it is without these four and how they drive each other to be better. Ken has also said he wouldn't have been able to do any of this without Bill Hackley trusting ken with his old site, which at the time was 90 pages, Ken's second and third sites had as many as 1200 ages, Ken did this rebuild using a new system that allows for him to be less repetitive, on old sites if you saw the same pic twice it was on there twice now if you see the same pic 100 times it is on there once, but being called up 100 times. This has reduced not only the number of pics, but the same was done with pages, we had some pages duplicated because lines wouldn't work from certain mods, The new site has about 800 pages so it is nearly 9 times larger than the first site, and now holds the same information as the 1200 page site. Which we hope means will give us a safer site (less points of entry) and a smaller site, with less repetitiveness. Ken says he will build the site back to 1200 or 2400 pages whatever it takes to put as many officer's stories on here as they want on here. Ken as well as others that have worked on this site fell any officer that ever put on the badge of a Baltimore City Officer deserves to be on the site.
